Pretty much. Another way to put it would be that Shrub has finally, at long last, completed the process of failing upwards.

Unless, that is, God is interested in acquiring a controlling interest in a bankrupt administration, in which case maybe Shrub could stay on as vice president for paper clip procurement or something.
